in order to implement the spirit of "notice of the general office of the state council forwarded by the ministry of finance, the ndrc and the people's bank of china on guiding opinions on promoting the cooperation pattern of government and social capital in the public service" (guo ban fa [2015] no. 42), the ministry of finance has developed and constructed a government and social-capital partnership (ppp) comprehensive information platform. the relevant matters are hereby notified as follows:

a full understanding of the importance of comprehensive information platform construction

(a) comprehensive information platform is the national ppp project information management and publishing platform. financial departments at all levels can rely on the internet to grasping the functions of filing, reviewing, inquiring, analyzing and analyzing project information through grading and authorization on the information management platform; publishing relevant information of ppp projects on the information release platform and sharing the relevant policies and regulations of ppp; information and project case. the integrated information platform implements classified management according to the project database, institutional repository and database. the project database is used to collect and manage ppp reserve projects, execution projects and demonstration project information at all levels of the country, including the key information of each part of the project life cycle; it is used to collect and manage information such as consultation agencies and experts, social capital and financial institutions. the database is used to collect and manage ppp related policies and regulations, work updates, manuals, training materials and classic cases.

(ii) development and construction of a comprehensive information platform aimed at promoting the scientific, standardized and sustainable development of the ppp market. through the integrated information platform and efficient use of modern information technology, social data resources and social information services, administrative costs and market transaction costs can be reduced and the efficiency of economic and social operations can be improved. the government can fully access and use information to enhance service quality and cost and price regulation so as to enhance the ability of state governance; protect the public's right to information, strengthen social supervision, effectively supervise and bind parties involved in the ppp project, and ensure that the public interest can be maximized.

second, do a good job of comprehensive information platform to run the work

(c) unified authorization hierarchical entry project library information. local financial departments at all levels should follow the operation flow of the ppp project and do information filling, data uploading and management in all phases of the ppp project in the region. in principle, the basic information of potential ppp projects assessed and selected by the local financial departments at various levels together with the relevant departments should be entered into the comprehensive information platform. the central government intends to be the implementing agency's ppp project, and the ministry of finance will enter the project information through a unified assessment. the provincial finance department to meet the reporting requirements to review and submit by the provincial finance department, as a reserve project; preparation of project implementation plan, through the value for money evaluation, financial affordability demonstration, and at the level of government approval, column for the implementation of the project; through the central or provincial financial sector review and listed as a central or provincial demonstration project, as a demonstration project. during the process of project development and implementation, if any procurement needs such as consulting service agencies and social capital parties are available, project investment information can be filled in and submitted to the provincial finance department for examination and approval. before january 15, 2016, the local financial departments at various levels shall, together with the relevant departments, complete the entry and submission of information on existing ppp projects.

(d) co-ordinate centralized entry institutions and database information. information of consulting service agencies, social capital and financial institutions included in each item of the ppp project library directly enters the institutional repository. the ppp center of the ministry of finance and the local financial departments at various levels may supplement the information of various agencies as needed. the ppp center of the ministry of finance is responsible for the management and maintenance of the database, collecting, inputting and managing information such as ppp related policies and regulations, work dynamics, guidebooks, training materials and classic cases.

(e) regulate the release and use of comprehensive information. the ppp center of the ministry of finance, in accordance with the work arrangements of the leading group for ppp work under the ministry of finance and the relevant requirements for information disclosure, has done a good job in releasing the information of the ppp project library, institutional repository and database. for the basic information of the ppp project, as well as the pre-qualification notice of the government procurement of the ppp project, procurement documents, confirmation of negotiation memorandum, pre-bidding or conclusion of the transaction, contract of the project, bidding or the result of the transaction and other procurement information, comprehensive information platform and chinagovernment procurement network implementation information shared. users of provincial, municipal and county finance departments, industry authorities, implementation agencies, social capital, consulting services, financial institutions, experts and the general public can access ppp-related information online through the internet.

three construction incentive compatible job security mechanism

(f) to strengthen organizational leadership. local financial departments at all levels should attach great importance to the construction of comprehensive information platform, mobilize and cooperate with relevant departments to do a good job screening, identification, information collection, entry and audit of ppp projects at their own level, strengthen co-ordination and coordination, actively create conditions and ensure comprehensive information platform smooth operation. provincial financial departments should do a good job at this level of ppp project information entry, reporting work, and is responsible for the audit of municipal and county project information and reporting work. the ppp central office of the ministry of finance is responsible for the overall project library, institutional repository and database construction and management, and do a good job of information release. the information network center of the ministry of finance and the financial information technology departments at all levels are responsible for the technical support.

(7) establishing counterparts and quarterly reporting system. local financial departments at all levels should establish a counterparty contact system, assign special personnel to be responsible for the construction of an integrated information platform, and collect, compile and input ppp project information in a timely manner. to establish a quarterly reporting system for ppp projects, the provincial finance department shall submit the progress of the ppp project to the ppp working leading group office (financial department) of the ministry of finance on the 10th of the first month of each quarter and send a copy of the ppp to the ministry of finance center.

(8) establishing a comprehensive information platform for reward and punishment mechanism. in principle, national and provincial demonstration projects, ppp annual plans and medium-term planning projects all over the country need to be screened and identified from the project repository of the integrated information platform. projects not included in the integrated information platform project library shall not be included in the catalog of ppp projects all over the world. in principle, expenditure shall not be arranged through budgetary arrangements.

in order to standardize the operation of the integrated information platform, the ministry of finance has formulated the operational rules for the comprehensive information platform for cooperation between government and social capital (see annex), and strictly enforced. the local financial departments at all levels should strictly control the entrance of ppp project information so as to ensure that the project information is truthful, timely and standardized; provincial financial departments should strictly examine the customs clearance and fulfill the duties of supervision and management so as to ensure that the information submitted to the project is true and compliant; the ppp center should strictly control overall planning, review all project information in an all-round way and ensure that the information released to the public is true and effective.

government and social capital cooperation (ppp) integrated information platform operating procedures

chapter i general provisions

article 2 the ppp comprehensive information platform is used for collecting, managing and promulgating the national ppp policies, work dynamics, project information and so on, promoting open and orderly competition in project implementation, enhancing the government's use of ppp big data, enhancing government services and monitoring ppp the level and efficiency of work.

article 3 the financial departments at the central, provincial, municipal and county levels shall participate in the system operation, maintenance and management conducted by the ppp comprehensive information platform and apply these procedures.

chapter ii of the contents of the ppp comprehensive information platform

article 5 the ppp comprehensive information platform shall be entrusted by the ppp leading group office of the ministry of finance to organize the ppp center of the ministry of finance. the ppp center and the information network center of the ministry of finance shall jointly undertake the operation and management, including the ppp information release platform and the ppp information management platform two parts.

the ppp information release platform publishes information on ppp policies and regulations, work dynamics, ppp project library, investment promotion and procurement announcements of ppp projects and knowledge sharing in the form of an extranet over the internet. website is http://www.cpppc.org.

the ppp information management platform is an internal management platform used to track and supervise the national ppp projects and provide technical support for the ppp work or the development and implementation of ppp projects. the ppp information management platform specifically includes the ppp project database, institutional database and database, and has the functions of inputting, searching, statistics and user management functions.

article 6 the ppp center of the ministry of finance is responsible for the operation, maintenance and management of institutional libraries (advisory service agencies, experts, financial institutions, etc.) and databases under the ppp information release platform and the ppp information management platform.

article 7 the financial ppp business departments and information technology departments at provincial, municipal and county levels shall cooperate with the ppp center of the ministry of finance to maintain and manage the project library under the ppp information management platform. the project library is the core part of the ppp comprehensive information platform, which includes the three sub-banks of reserve bank, execution bank and demonstration bank. the ppp project and basic information screened and appraised by the financial departments at all levels together with the relevant departments shall be entered into the ppp comprehensive information platform. the provincial financial department to review to meet the reporting requirements, as a reserve project. the preparation of project implementation plan, through the value for money evaluation, financial affordability demonstration, and approved by the government at the corresponding level, as the implementation of the project. through the central or provincial financial sector review and listed as a central or provincial demonstration project, as a demonstration project. during the process of project development and implementation, if there are any procurement requirements of consulting service agencies and social capitalists, the investment information of the project can be filled in and submitted to the provincial finance department for examination and approval.

article 8 the provincial, municipal and county financial departments shall, according to the data specifications and requirements uniformly formulated by the ppp center of the ministry of finance, input the basic information of the ppp projects at their own level as well as the information of the project identification, preparation, procurement, implementation and transfer phases. the central government intends to be the implementing agency's ppp project, and the ministry of finance will enter the project information through a unified assessment.

article 9 the ppp center and the information network center of the ministry of finance shall ensure the operation, popularization and upgrade of the ppp integrated information platform. the provincial, municipal and county finance departments can develop personalized functional modules according to their needs and establish local ppp information platform. however, real-time data docking with the ppp comprehensive information platform should be carried out to ensure that data specifications are consistent.

the ppp comprehensive information platform should be openly shared with information systems such as budget management, government procurement and government debt management.

article 10 the financial ppp business department and information technology department of the central, provincial, municipal and county levels shall provide guarantee for the application, operation, maintenance and management of the ppp comprehensive information platform, establish and perfect the internal management system, implement the job responsibility system and the leadership responsibility system , reasonable arrangements for positions, strengthen management and risk prevention.

article 11 the users of the central, provincial, municipal and county financial departments, competent departments of industry, implementing agencies, social capital, advisory service agencies, financial institutions, experts and the public may access online and inquire the public information through the internet.

article 12 in the initial stage of the ppp comprehensive information platform, the ppp center of the ministry of finance shall create an administrator account for the users of the financial departments at the provincial, municipal and county levels. if the new account is needed, the provincial, municipal and county financial departments may, according to the internal management system, create an account with the new account that matches their authority so as to facilitate data and data upload.

article 13 to enhance the system security of the ppp comprehensive information platform, the system will be upgraded in accordance with the unified security protection system of the ministry of finance. chapter iv information management and application

article 14 the financial departments at all levels can manage the ppp project information of the financial departments at the same level and lower level through the ppp information management platform, that is, the central level can manage the ppp project information of all provinces, cities and counties in the country and the provincial financial departments can manage the province (autonomous regions and municipalities), municipalities and counties ppp project information, municipal and county financial departments can manage the county ppp project information.

the central, provincial, municipal and county financial departments should keep abreast of the national ppp work policies and development trends through ppp comprehensive information platform, in particular, track and supervise the development and implementation of ppp projects in the administrative regions under their jurisdiction and carry out life cycle management.

article 15 the provincial finance department shall conduct a compliance audit on the project information submitted by the municipal and county financial departments and the investment information of the ppp project to be released on the ppp comprehensive information platform.

article 16 the central, provincial, municipal and county financial departments shall actively implement data sharing. in addition to sharing the information of the ppp project library, it is necessary to gradually realize the sharing of information resources such as advisory service agencies, experts, social capital and financial institutions in the institutional repository , so as to realize system-wide identification and traceability of institutional repository information, and lay a solid foundation for using credit to evaluate service quality and establishing credit system in the future. the need for industry authorities and implementing agencies, and gradually achieve data sharing. chapter v supervision and inspection

article 17 the ppp center and the information network center of the ministry of finance shall ensure the safe operation of the ppp comprehensive information platform and continuously improve the system functions.

article 18 higher-level financial departments shall conduct quarterly inspections and assessments of the construction of the ppp comprehensive information platform in the administrative regions. the system application is good, timely data reporting, high data quality areas, in the formulation and implementation of relevant incentive policies should be given priority.

article 19 the ppp project information uploaded by the provincial, municipal and county-level financial departments in the project repository is untrue, inaccurate, non-standard and incomplete and will not be adopted. in principle, national and provincial demonstration projects, annual ppp plans and medium-term planning projects all need to be screened and identified from the project pool of the ppp integrated information platform. projects that are not included in the ppp comprehensive information platform project library shall not be included in the catalog of ppp projects all over the country. in principle, the expenditure can not be arranged through the budget.

article 20 the rules and regulations shall be interpreted and revised by the ppp leading group office of the ministry of finance.


this regulation shall come into effect on january 1, 2016.
