since the party's 18th national congress, the party central committee with comrade xi jinping as the core has attached great importance to ecological environmental protection work. the top-level design in the field of ecological environmental protection has gradually improved. riding on policies, the energy conservation and environmental protection industry has developed rapidly. we have tried to analyze the history of government work reports, the overall development of the industry, and future development prospects, and review the achievements made by the energy-saving and environmental protection industry since the party’s 18th national congress.

the environmental protection industry is a typical policy-driven industry. policy guidance is crucial to the energy conservation and environmental protection industry. in this regard, we have compiled and analyzed the reports of government work over the years, and have observed the development context and direction of the entire energy conservation and environmental protection industry.

in the government work report from 2011 to 2018, the number of vocabularies related to eco-environmental themes such as “energy saving,” “environmental protection,” “pollution,” and “green” appear differently (see figure 1). among them, the frequency of “energy saving” peaked in 2012 and then decreased overall; the frequency of “environmental protection” generally declined steadily, but there was a small peak in 2015; the frequency of “pollution” was in 2015 and 2017 respectively. there has been a significant increase, especially in 2017; the frequency of “green” peaked in 2016. behind these vocabularies is the transformation of the development philosophy and focus of the entire energy conservation and environmental protection industry.


it is worth noting that in the 2018 government work report, the number of occurrences of all vocabularies has decreased. this decline does not mean that the government does not attach importance to ecological protection. on the contrary, it just reflects the firm attitude of the government that eco-environment protection is not a short-term blitz but a stable, normal behavior.

from the perspective of the subdivided fields, according to the statistical analysis of government work reports, the government generally pays attention to the four major areas of energy conservation, new energy, environmental protection, and ecological governance, and pays attention to the synergy of various fields and industries.


in the field of energy conservation, the government work report not only proposes to strengthen the energy conservation industry itself, but also promotes the development of energy conservation in traditional industries such as industry and manufacturing. in the energy sector, emphasis is placed on optimizing the energy consumption structure, and in particular encouraging the use of clean energy; in the field of pollution control, it was pointed out that the battle for prevention and control of atmospheric pollution and water pollution had begun to take effect, with emphasis on strict law enforcement and key prevention and control. in the field of ecological protection, the ecological protection red line was proposed and fully defined. as far as various sub-fields are concerned, the government's overall policy deployment to the energy-saving and environmental protection industry has shown deep development and all-round blossoming.


in fact, the government work report also reflects the overall development of the energy conservation and environmental protection industry. since the government proposed to vigorously develop the energy-saving and environmental protection industry in 2011, the output value of the entire industry has grown from 2.3 trillion yuan in 2011 to 5.8 trillion yuan in 2017, with an average compound annual growth rate of approximately 16.7%. under the relatively harsh economic environment, the overall growth rate of energy-saving and environmental protection industries can be said to be more gratifying.

in addition to the favorable policies, the strong market demand has also spawned a number of companies, which have spawned a variety of competitive models. from the perspective of the development trend of energy-saving and environmental protection industries, we divide the industry into three levels: environmental protection, environment and ecology.


the first level is environmental protection. in the 1990s, a large number of foreign-funded enterprises entered the water market in china. during this period, the concept of “environmental protection” began to enter the public view. the government work report in 2015 proposed that the energy-saving and environmental protection industry should be turned into a new pillar industry and that enterprises should become the darling of the government and the capital market.


the enterprises in this period focused on staking sites, with one-to-one single-item project expansion as their core. the industrial chain is a common investment and construction mode, and the upstream and downstream links of the industrial chain and the deep vertical integration around the investment and construction mode are built. with the emergence of a large number of projects, a large number of large-scale environmental protection enterprises have been born. these large-scale environmental protection companies have a distinctive feature, that is, business entities are composed of a number of continuously operating project companies or projects, covering a vast area, a large number of personnel, and a deeper industrial chain.


the second level is the environment. although the difference between environment and environmental protection is different, the meaning is different. the author believes that the core of the environmental level refers to the comprehensive environmental governance in a certain area rather than a simple environmental protection project. the start time of this phase should be in 2015. with the release of the “water pollution action plan”, the river basin governance project will rise.


the solution to environmental problems is different from the solution to environmental issues. the first-level environmental protection enterprises mainly deal with certain types of environmental protection projects. the river basin management is not simply a simple restoration of water, but involves the inclusion of water, solid and gas in a certain area, covering municipal and industrial areas. and other areas of more comprehensive environmental governance.


from this perspective, only the watershed management that is implemented in a certain area and consists of environmental protection projects in different subdivided areas can be counted as an environmental-level energy conservation and environmental protection industry project, that is, it has a regional and comprehensive nature. the basic features of the project are to solve the environmental problems in the region and to achieve overall environmental improvement.


therefore, this kind of project is usually a comprehensive regional environmental governance project. it is represented by basin governance and represents the integrated environmental solution within the region. the solution to this level of problems focuses more on the integration of various types of resources, and requires extremely high capital requirements. the integration of production and financing, and the integration of industrial chains are common “plays” for such enterprises.


the third level is ecology. the start of this phase is about 2017. with regard to the definition of ecology, we believe that it is a form in which the second level of environment and the government promotes the development of the industry. it is a comprehensive development of a region, including two dimensions of environmental governance and industrial development.


the project at this stage is centered on watershed management or regional environmental governance, plus in-depth industrial development based on the customization of resources in the region, and environmental governance and industrial development interact and interact. this level of projects pays more attention to pattern innovation and resource integration. the demand for funds is huge. the requirements for comprehensive environmental governance and industrial development and operation capabilities are higher. finance has become the capability and means that enterprises at this level must have. .


how to understand the difference between the third level and the first and second level? it is necessary to understand where the needs of the government lie, not only to manage the environment but also to develop the economy. in the past, at the initial stage of environmental protection, the government had to sacrifice some economic benefits for the sake of environmental protection, and severely dealt with the environmental law-breaking enterprises. but who will be responsible for the post-treatment industrial space?


the report of the 19th cpc national congress proposed that the major social contradictions in our country have been transformed into the contradiction between the people’s ever-growing needs for a better life and the unbalanced and uneven development. what is a good life? the author believes that at least the needs of ordinary people to live and work in peace and contentment must be met. livelihood, have a good living environment; music industry, have a good industrial development. it is not difficult to see that the government's demand is very clear and the derivative market opportunity is environmental governance plus industrial development. the current environmental protection enterprises cannot be realized. therefore, many cross-border, powerful enterprises such as china communications group and china life insurance co., ltd. are trying to deeply participate in this market.


at present, there are three levels of enterprises, and it is expected that this low, medium, and high level will continue to exist in a relatively long period of time. however, from the perspective of market size and development prospects, the third level is better than the second level is better than the first level.


the development trend of the energy saving and environmental protection industry after the nineteenth party congress


the author expects that after the 19th cpc national congress, the development of the entire energy-saving and environmental protection industry will show a transition from basic problems to deep-level problems, from single projects to systematic transformation, and from “gdp-only” to coordinated development of economic and ecological environments. a big trend.


from the basic issues to the resolution of deep-seated problems, mainly refers to the party before the nineteenth, the governance of environmental problems are mainly those who are closely related to the people, such as sewage treatment, garbage disposal, pm2.5 prevention and control. among them, atmospheric governance has received the highest degree of concern because it has the highest degree of correlation with the people.


there are still some environmental issues that have not yet been effectively addressed, such as soil pollution, hazardous waste treatment, etc. these problems are far from the people on the one hand, and they have received less attention. on the other hand, it is difficult to solve and the cost is high. it is a deep problem that must be solved. solving these deep-seated problems not only needs to overcome technical difficulties, but also innovate business models. otherwise, relying entirely on government payments will bring huge financial pressures for payment.


the transition from a single project to a systematic one mainly refers to the conversion from the original one individual project to a regionalized and comprehensive systematic solution. environmental governance in a city or a river basin cannot be completely solved by only relying on a few shallow individual projects. for the largest buyer, who is also the first party responsible for environmental governance, it is eager to completely eradicate the environmental problems within its jurisdiction. after all, the goodness of individual projects does not necessarily mean that the environment in the entire region is good.


from the perspective of marketization and efficiency optimization, the author believes that the ultimate goal of the government is to achieve a good overall regional environment. therefore, more governments in the future will learn from the river basin governance model and put forward new requirements for regionalized environmental governance. in addition, bringing together a large number of fragmented projects for governance will also become a trend. for example, can a supplier be fully responsible for environmental governance in industrial parks, and the government can only supervise the ultimate governance effect of the park instead of overseeing several suppliers such as industrial wastewater, vocs, and hazardous waste.


the transition from "gdp-only" to the coordinated development of the economy and the ecological environment mainly means that the economy will not be eco-friendly and will be transformed into a situation where environmental governance and industrial development are fully integrated.
