i. basic information
jiangsu province is located in the eastern coast of the mainland of china. it is located in the yangtze river economic belt. it now has jurisdiction over 13 districts, 21 county-level cities, 20 counties, 56 municipal districts and 826 townships (757 towns and 69 townships). jiangsu has a high population density and a large total economy. by the end of 2017, the urbanization rate of the whole province reached 68.8%.
jiangsu province covers an area of 1026,000 square kilometers, spanning rivers and seashores, with dense water network and numerous lakes. the yangtze river runs 425 kilometers east-west and the beijing-hangzhou grand canal runs 718 kilometers north-south. there are more than 2900 rivers, including huaihe, yiyi, shu and sisi. in addition, there are more than 290 lakes and lakes. of the five major freshwater lakes in the country, jiangsu is second, taihu lake is the third with 2250 square kilometers, and hongze lake is the fourth with 2069 square kilometers. of the total area of 1026,000 square kilometers, the surface area of rivers and lakes is 116,700 square kilometers, accounting for 16.3%.
urban sewage treatment in jiangsu province started in the early 1980s. after nearly 40 years of development, especially since the ninth five-year plan, a large number of urban water pollution control facilities have been built in jiangsu province, focusing on the overall goal of water pollution control in the "three rivers and three lakes" of the country.

municipal sewage treatment standards have been greatly improved, and all municipal sewage treatment plants above county level have achieved the first a discharge standard. the operation efficiency of sewage treatment plant is increasing year by year. in 2017, the average operating load of municipal wastewater treatment plants was 85.1%. the cumulative reduction of cod and ammonia nitrogen was 970,000 tons and 95,000 tons respectively.
3. continuous promotion of sewage reuse and sludge disposal
the utilization rate of tail water from municipal wastewater treatment plant is 15.6%. in 2017, municipal sewage treatment plants produced about 308 million tons of sludge (water content 80%) annually. there are four main disposal methods: compost accounting for 5.5%, sanitary landfill accounting for 10.2%, building material utilization accounting for 14%, incineration accounting for 65.3%, others accounting for 5%.

1. fully promote the basic coverage of sewage treatment facilities in constructed towns
(1) the provincial party committee and provincial government's opinion on accelerating the construction of ecological province and improving the level of ecological civilization in an all-round way (sufa no. 24, 2010) clearly put forward that by 2015, the coverage rate of sewage treatment facilities in constructed towns will reach 90%.
(2) on june 13, 2012, the provincial government issued the "provincial government's opinions on further strengthening the construction of sewage treatment facilities in constructed towns" (soviet zhengfa [2012] 73).
(3) the "full coverage planning of sewage treatment facilities in constructed towns of jiangsu province" and "full coverage planning of sewage treatment facilities in towns and towns of taihu basin of jiangsu province" were compiled.

(1) tackling the key technical problems of phosphorus and nitrogen removal and bidding for urban sewage treatment plants in taihu lake basin was carried out, and 10 key technical issues were selected for public bidding in china. more than 30 top-ranking universities, research and design institutes and enterprises at home and abroad were selected to carry out research. the research results were awarded the second prize for scientific and technological progress in china.
(2) guidelines for bidding promotion and construction of urban sewage treatment plants in taihu basin. it is the first time in china to systematically study the key technologies involved in the first-level a bid-raising of municipal wastewater treatment plants, clarify the technical route of the first-level a bid-raising of municipal wastewater treatment plants, clarify the key technical links and key technical points, and obtain a series of international and domestic advanced scientific research results. a number of economical and applicable first-level a bid-raising technologies of municipal wastewater treatment plants have been studied and screened.

(2) the provincial government has approved the notice of the provincial environmental protection department and the provincial construction department on strengthening the sewage sludge disposal work of the provincial sewage treatment plant.
(3) every five years since 2004, a general survey of the mud content of sewage treatment plants in the whole province has been carried out.

strengthen social cooperation and cooperative treatment: make full use of local social and environmental resources, strengthen cooperation with garbage incineration plants, cement plants, thermal power plants, building materials plants, organic fertilizer plants and so on, and carry out cooperative treatment and disposal.
emphasis is laid on the rational layout of regional overall planning: sludge treatment facilities after dewatering should be centralized to cover the surrounding areas. centralized treatment facilities should be built in the basic units of cities at or above the county level. conditional areas can cooperate to build centralized treatment facilities across administrative regions.
(6) notice of the provincial government on the issuance of the work programme for the prevention and control of water pollution in jiangsu province
the existing sludge treatment and disposal facilities have been fully renovated, and the municipalities under the provincial jurisdiction have built sludge comprehensive utilization or permanent treatment and disposal facilities. by the end of 2020, permanent sludge treatment and disposal facilities will be fully covered in counties (cities), and the harmless disposal rate will reach 100%.
(7) implementation measures for collection, use and management of urban sewage treatment fees in jiangsu province
in the sewage treatment fee, the cost of sludge treatment and disposal should be arranged in principle not less than 0.3 yuan/cubic metre in southern jiangsu and not less than 0.2 yuan/cubic metre in other areas.
4. efforts to improve the operation and management level of urban sewage treatment plant
(1) provincial government order no. 71 "regulations for environmental protection supervision and administration of jiangsu province's sewage centralized treatment facilities": the administrative department of urban sewage centralized treatment under the local people's government at or above the county level shall strengthen supervision and management of the operation of urban sewage centralized treatment facilities.

5. unified maintenance of sewage pipeline network
